The Interceptor Utility and Sedan are the only Pursuit rated police vehicle offered. The PPV your referring to is a GM term as they call their Tahoe the PPV (Police Pursuit Vehicle)
Ford offers a second tier of public safety vehicles called SSV (Special Service Vehicle)
These are not marketed as Pursuit Ready, just a little better suited for heavy duty use. The F150 has an SSV version, along with Escape and Expedition.
You get heavy duty cooling, rubber flooring, dark cloth interior, bucket seats, 200 amp alternator, steel wheels, and some other content deleted.
What you likely saw is many Agencies get vehicles donated or seized as proceeds of crime so they do an “In House” conversion to a Police vehicle.
The way you tell a true Interceptor Sedan or Utility from its retail counterpart is by the shifter, only the pursuit versions have the column shifter.
As of 2014 both Dodge and Ford are racing to see who can come out with a Pursuit Rated pick up first.
